NEW DELHI: Four days after a 17-year-old student was allegedly asked to strip and hit on his private parts by his seniors at the Industrial Training Institute at Vivek Nagar in east Delhi, the college suspended nine students after they were identified by the victim in a test identification parade on Friday.
Confirming the suspension, acting principle Prem Shankar told Times City, "We have suspended the nine. All are second year students of the institute and were involved in ragging. The police are investigating the matter."
The victim received three stitches on his genitals on September 2 and was admitted at GTB Hospital. His father alleged that the victim was beaten up with thick metal rods and sticks. The Vivek Vihar police station on Thursday registered a case under IPC sections 355 (assault or criminal force with intent to dishonour person), 342 (wrongful confinement), 323 (voluntarily causing hurt) and 34 (common intention) and arrested five students, while a minor was sent to a juvenile home.
Additional CP (east) Anand Mohan said, "We have arrested five and those absconding will be arrested soon." The questioning of those arrested revealed that they ragged the student on September 1 and when he complained to college authorities, others students of second and third-year cornered him and asked him to strip. The students then repeatedly hit him on his private parts with a metal strip.
Those arrested were identified as Kusmakar Tripathi, Yogesh, Vinod, Raju, Satish and a 17-year-old student. They were granted bail on Friday while police claimed to have identified the other four who were present at the time of the incident. The victim's father said it was his son's first day in college when his seniors ragged him. "Despite alerting the authorities, the college did not pursue the matter seriously which escalated into a serious incident," said the victim's father, a resident of Nandnagri.
The boy cleared Class XII examination this year and joined ITI, Vivek Vihar, in the mechanist (railway equipment) division. "My brother continued his studies despite our family's modest resources. He went to college for the first time on September 1. His seniors called him to a corner of the building and asked him to translate his introductory speech in English, a language he was weak in. Then they asked him to sing. He refused and proceeded to report the matter to the college administration," the victim's brother said.
When the boy reached college the next day, the seniors allegedly asked him to pay Rs 200. When he refused, they asked him to strip and dance. When he protested, they allegedly beat him up. "After he began bleeding, they panicked and took him to Hedgewar Hospital where they dumped him and left. Before leaving, they threatened him not to open his mouth," claimed the brother.
